Picking up where we left him in Bergen, Norway, his plans are changed by a Navy Board order. Ostensibly, he is no longer able operate outside the law and Navy rules, supporting the feudalistic Lords Proprietor in Carolina in suppressing indian raids; an act that chokes in his craw as one who supported the struggle for the rights of man against absolutism.
