A brutal serial killer is on the loose, stalking the nocturnal streets of East Baltimore, butchering lowlife scum such as drug dealers, pimps, gang members and other petty criminals, all the while surprisingly showering the ill~gotten wealth of his victims upon the numerous poverty stricken residents of the 'hood. Soon the aftermath of the tumultuous Baltimore riots brings about a new source of concern for Charm City's murderous vigilante. 'The Dog Catchers', a violent group of rogue police officers hellbent on culling the masses of inner-city youth.
