The year is 2099, and big corporations rule a flooded America. They live in decadence while everyone else is forced to serve them in order to scrape togerther a measely existence. Freddie Molloy is a victim of this system. Made into a mutant by a CEO's experiment ten years prior, he has no friends except for his own father, who insists that the best thing for them to do is stay in line. Freddie sees the world's rotten core, but has no impulse to improve things in any way. That is, until he first hears a mermaid's hypnotic song.
